Lottery Bid Request Process
CRF is willing to consider any request from any member organization to apply for a Head of the Charles bid. This process should be used only if an organization has multiple competitive lineups it would like to enter in the same event or has exhausted its lottery entries (four each for men and women) and remains to have a competitive lineup. The lineup must be submitted at the time of request and cannot be included on any lineups submitted under the organization’s bid request.
· All bid requests and lineups must be submitted by August 15th of that year. CRF will submit the bids before the deadline of Sept. 1st of that year. If CRF receives more than the allowed number of entries, priority will be given to organizations with the fewest number of accepted entries the prior year.
· The bid is the sole financial responsibility of the organization and can be passed on to the individual rowers. CRF will only pay for the IRC fee ($25.00) and will not pay for entry.
· The bid request should be consistent with the organization’s role. For example, the scholastic teams should not be requesting adult bids in conflict with an adult group.
· All rowers must belong to a current CRF member organization and row out of the CRF boathouse throughout the year. Rowers cannot be recruited from other boathouses.
· If CRF is awarded a bid for which multiple teams submitted a request, the teams must race the submitted lineup at the Head of the Cuyahoga in the event of the HOCR bid. The team with the fastest time at the HOTC will be awarded the CRF bid. The lineup earning the bid will not be permitted to make substitutions to the lineup racing at HOCR unless due to injury or other unforeseen circumstances with CRF approval.
· The rowers will be representing the Cleveland Rowing Foundation and must conduct themselves accordingly.

Guaranteed Bid Request Process
- Any eligible crew interested in competing for a guaranteed bid will make their intentions known by August 15th & will submit their lineup
- to CRF before the HOTC.
· If multiple teams request a CRF guaranteed bid, the teams must race their submitted lineups at the Head of the Cuyahoga in the event of the HOCR bid. The team with the fastest time at the HOTC will be awarded the CRF bid. The lineup earning the bid will not be permitted to make substitutions to the lineup racing at HOCR unless due to injury or other unforeseen circumstances with CRF approval.
- The crew which is awarded the bid will be responsible for paying the entry fee & all expenses associated with the regatta. CRF will not assume any financial responsibility.
- The same procedures will be used the each year, meaning the organization/crew which is awarded the bid one year will not have priority for the subsequent year if an automatic bid is earned.
- An organization may not submit the same lineup to request both a CRF lottery and guaranteed bid.
*This policy will be reviewed annually and may be revised based on changes to the Head of the Charles Regatta bid process. Any changes to this policy will be made prior to July 31st.
